A Quick Guide to Developing Voucher Programs, authored by Anna Gorter, David Griffith, Corinne Grainger and Vanessa Maag was developed by Options Consultancy Services with financial support from Marie Stopes International. It serves as a general guide to voucher program implementers as well as other parties interested in voucher programs. If designed and executed well, voucher programs can build capacity of governments to regulate the private sector through accreditation and provider approval schemes, quality assurance and contracting.

The key components of a voucher program include: Management, Provider Selection, Contracting, Claims Processing, Quality Assurance and Accreditation, Fraud Control, Monitoring and Evaluation and Role of Government. Listed above is a series of pull-out sheets explaining in more detail how each of these components fits within the structure of a Voucher Program. These sheets can be viewed separately or together and are aimed at program staff wishing to design and/or manage Voucher Programs.
